Updates to the Open Enrollment Policy
To better serve our community, our district is committed to partnering with parents, students, and staff to continuously develop the policies and practices we use as our guiding principles.
In March 2020, Superintendent Jason Reynolds assembled a taskforce made up of parents, district administrators, principals, and school/district support staff to review Policy JFB - Open Enrollment. The taskforce compared the law and policy with the objective of implementing consistent practices throughout the district. The taskforce provided a list of changes that were approved by the Governing Board at the June 25, 2020 board meeting. Changes to the open enrollment policy include the following:
An update to the policy indicates that families currently on open enrollment will not need to re-apply each year for open enrollment status. Schools will review students’ open enrollment status annually for readmittance for the following year. An exception to this is preschool. If your child is in preschool moving on to kindergarten for the following school year, families will need to complete a new open enrollment application for kindergarten.
Families of Eighth-Grade Students
Eighth-grade students currently enrolled/open enrolled in a district elementary school wishing to attend a district high school out of their attendance area must fill out an open enrollment application between October 1 and December 1 of their eighth-grade year. The application must be submitted directly to the high school of the student’s choice. Each open enrolled students’ status will be reviewed by the school principal or designee to consider the following standards:
- Exhibits good school attendance,
- Demonstrates academic effort,
- Displays appropriate school behavior as defined by student handbook,
- Continuing open enrollment status will not exceed grade level/classroom capacity
The excess-capacity estimates for grades one through 12 will be made available to the public by the last Friday in September of each year on the district’s website on the Open Enrollment page. School capacity for kindergarten students will be determined no later than one (1) week prior to the opening of school.
Open enrollment will be approved based on capacity at a school site and capacity in a special program in which a student may be enrolled.

All schools and all grade levels have excess capacity and are allowed to accept additional students in compliance with the Enrollment Priorities listed in district policy JFB Open Enrollment
Information and Application
New applicants must submit an open enrollment application between October 1 – December 1 to be considered for open enrollment during the following school year. No open enrollment applications will be accepted prior to October 1 of each year.
2021-2022 Open Enrollment Forms
The district shall notify families the last day of the first semester whether the applicant has been accepted, placed on a waiting list pending the availability of capacity, or denied.
