Liberty High School (LHS) junior Scott Sinex was named national champion in the Introduction to Parliamentary Procedure competitive event at the Future Business Leaders of America (FBLA) 2026 National Leadership Conference (NLC), held June 29 – July 2 in San Antonio, Texas. Sinex earned first place among competitors from across the nation and was recognized on stage in front of nearly 20,000 conference attendees. His achievement marks the first FBLA national championship in LHS history.

The Introduction to Parliamentary Procedure competitive event challenges FBLA members to demonstrate their understanding of the basic principles and rules used to conduct orderly and effective meetings. Through an objective test, members explore topics such as motions, voting procedures and meeting structure based on parliamentary law.

Sinex’s national title followed months of preparation and competition. He first had to qualify by competing at the FBLA Arizona State Leadership Conference, held April 6 – 8, 2026, in Tucson, Ariz. where he placed second. The top four competitors in the state advanced to NLC.

Sinex was one of 11 LHS students who attended NLC to compete, develop leadership skills and connect with business and industry professionals from across the country. This year, Peoria Unified had 88 students attend a CTSO national conference, including 10 students from Copperwood Elementary School.

“Congratulations to Scott on this remarkable achievement,” said Tahlya Visintainer, Peoria Unified Interim Superintendent. “Qualifying for and competing at a CTSO national conference requires tremendous dedication and preparation. As a national champion, Scott represents the very best of Liberty and reaffirms that Peoria Unified is a state and national leader in Career and Technical Education.”

As an intra-curricular component of CTE, CTSOs support student learning through competitive events that allow them to demonstrate the technical skills they learn in the classroom while building the professional skills sought by employers.
